So I said, "Look, these extraterrestrial civilizations have figured out the structure of space and time and non-locality." I saw some puzzled looks and knew I had to explain in detail. "It's like this, take our own galaxy, the Milky Way Galaxy, which is 100,000 light years or so across. A nearby star system might be one percent of the distance from us, which is 1,000 light years. Let's use that as an example. Look, if you had to communicate to that star system, and it had to return a reply, you'd have to say, 'Hi, how are you?' and they'd come back and say, 'Fine, thank you very much; how are you doing?' -- just that exchange would take 2,000 years! How and why? — a light year is the distance conventional electro- magnetic waves travel, at 186,000 miles a second, over the course of a whole year. So, 1,000 light years means it'd take 1,000 Earth years for us to get a message there and another 1,000 to get the message back. And that's only one percent of the distance across our own galaxy!"
"The speed of light is just too damned slow," I continued. "It's not a viable means of communication or travel when you start talking about inter-stellar distances. Quite frankly, it's barely sufficient, if you're not over the speed of light, to go around even our own solar system. This means that any civilization that's gotten here has mastered those technologies and sciences that deal with everything beyond the speed of light-- what I call the crossing point of light. If they've mastered that, they have discovered this nexus where electromagnetism, matter, space, time and consciousness all come together." It is, in fact, like the Moody Blues song - 'Thinking is the best way to travel'.
I explained that these extraterrestrial civilizations have technology- assisted consciousness systems, as well as consciousness-assisted technology, where there's an interface between mind and thought and a specialized physics and electromagnetism. And so when they communicate, the message is communicated from Point A, say here on Earth, back to a home planet, Point B, 1,000 light years away, in real time. That's because it has dropped out of linear space-time and has crossed over into this non-local aspect of the universe. This involves some very sophisticated physics but also encompasses the realms of thought and of conscious- ness.
They can think to a device or interface with a device, and it will instantly and accurately convey that signal and that message to another point -- and this is technological; it's not just 'telepathic'. The information and images are transferred non- locally to another point in space, no matter how far away, in real time. It is like two nodes, instantaneously resonating. The signal goes from one node to another, bypassing linear space-time.
Dr. Woolsey looked at me and said, "I thought it had to be something like that." She really did get it.
When you're dealing with civilizations that are traveling through inter-stellar distances, it is crucial to realize that they have had to master the sciences that involve consciousness, thought, electromagnetism, and non-locality. Hence, the CSETI protocols have a component that deals with non-locality and consciousness and directed coherent thought. This is because the ETs have technologies that pick up coherent and directed thought signals as clearly as we would pick up an electromagnet- ic signal from a laser or a radio or cell phone. It is very scientific and very reproducible- it is a science not widely known on earth today.
I think a lot of people can now understand this concept. Thankfully, there are now enough people who have arrived at a post-quantum under- standing of the Universe.
A number of people I've worked with who have been in covert aero- space and electronics firms that deal with this subject have confirmed to me that we have retrieved extraterrestrial communication devices that do exactly that: they interface with thought and consciousness and respond to thought and consciousness. They are tuned to be able to do that.
Well, the hours spent with the CIA Director and his wife were certainly eventful and revealing. Toward the end of the evening, I sensed that he very much appreciated the information and was very interested. But I also sensed the profound tragedy and sadness in the moment when he asked me, "How do we disclose something we don't have access to?"- I realized then the enormity of the challenge ahead of us. I recalled the dysfunction that we had been warned about by Eisenhower when he said, beware the military industrial complex and the threat to our liberty and security by its excesses. What Eisenhower warned us about had fully matured into a level of dysfunction that was of truly epic proportions and I was witnessing it firsthand.
As we said goodbye I realized that the entire time we had been inside, the place had been monitored; we saw there were Secret Service people out front. Of course, they had a sag wagon and armed guards with ear- phones. The works!
In many ways, the encounter was traumatic for me - But I was grate- ful because I was able to learn the truth.

Circles of Power
In 1993, before briefing the CIA Director, my contact for meetings at high levels had suggested that we name our operation "Project Starlight." So that is what it was called in the early days. The philosophy behind it was to assemble absolutely the best evidence that was available, which had been rigorously tested and proved and to identify military, corporate and intelligence witnesses to programs and events. Then, with an iron- clad case in hand, we would brief the President, the intelligence and military community, Congress, the United Nations leadership, and other leaders around the world, in advance of Disclosure.
We knew it was crucial to, at the very least, give the system a chance. It's very important to understand that our intention was not simply to go in like a bull in a china shop and bring all this very sensitive information out, without first fully apprising the legal, legitimate leaders of the world and inviting their participation. At the time, many people thought I was being silly and naive, that "those people" would never get behind some- thing this controversial. But that's not the point! The point is, from our perspective, we had a moral responsibility to at least give them an opportunity to do the right thing —and if they didn't do the right thing, then it would be on their consciences and not ours.
I felt strongly we had the obligation to give these leaders the current assessment of the situation, and say to them, "You need to take a leader- ship role, if this is going to be accomplished by you and not by an out- side group." -( meaning, The Disclosure Project and CSETI ). "You have an ideal opportunity that has opened after the end of the Cold War, to break the cycle of misinformation. To make a fresh start."
After I met with the CIA Director, a contact set up a meeting between Senator Byrd's chief investigator and counsel for the Senate Appropriations Committee and me. Sen. Byrd was then Chairman of the committee and very powerful. This man was named Dick D'Amato - not to be confused with Senator D'Amato from New Jersey Dick D'Amato had a top secret clearance and had subpoena power
from the Senate Appropriations Committee.
We met in the Senate Appropriations committee meeting room - a huge, ornate room with a giant table and brass nameplates for each member of the Committee. He proceeded to tell me, "I've been asked by Senator Byrd and some others to look into these things, and we've got- ten close enough to know that these projects do exist. But I'm telling you that with a top secret clearance and a subpoena power from the Senate Appropriations Committee, I cannot penetrate those projects." He looked at me— I'll never forget it— and said, "You're dealing with the varsity team of all black projects, so watch out. And good luck." And that was the end of that.
