And in there, Kouzuki house, won’t involve themselves with the underground society that deeply. Either way, they can’t cast away the Yakuza completely. They have that much utility value, and so they think with that rule in their mind Then, their ideology isn’t mistaken

No matter how much power and assets Kouzuki house have, capability that Kouzuki SS have, how strong Shou and Reika is.
It seems foolish if Kouzuki house does the dirty work themselves. The risk is too high, and they’ll be opposing all the underground organizations that exist

What does that mean?
