It should be noted that the report does somewhat question the lack of recovery vehicles as a cause of the losses, but it only shows that the number of recovery vehicles on hand (for 1st, 16th, and 17th PzDiv plus the battalions II./23, 503 and 506) was 66 on 31 January, which was only marginally lower than the prescribed number of 71. However, only 37 were operational and some of these belonged to 503 Tank Battalion, whose recovery vehicles remained far away at the XXXXVI Panzer Korps. On 24 February there were actually 67 recovery vehicles on hand, but the report does not mention how many of these were operational. Given the poor weather conditions it seems likely that serviceability may have been low.
Another report (PzAOK 1 Abt. V, “Tätigkeitsberichtfür die Zeit vom 1.2.–29.2.44,” 5.3.44, T313, R75, F7313464) emphasizes that the available recovery vehicles for tanks were fully occupied but could still only partially cope with the needs. The lack of heavy recovery vehicles was specifically emphasized.
